I hope they can figure things out at Everton to keep him there. It's not even certain Allardyce will stay, I hope he goes and Rooney gets to play in the midfield at Goodison like he wants to, instead of against Metro with the Scum.

Yep, definitely appears to be a done deal. Have always thought Rooney would handle this league well but that was a couple of years ago. DC is just run poorly though... And have been for a long time. They are signing Rooney for the simple reason of opening the new stadium rather than for any actual soccer reasons. That money could be very well spent on other guys who'd actually make the team a lot better.
Either way, should be an interesting watch.
