OK, so if no public funding is used for the 2016 proposal, why have city and county taxes risen to the highest levels in the whole country?
I wish I could hypothesize on an honest, legitimate answer.

The city of Chicago, in Cook County Illinois, has a significant number of TIF districts and has become a prime location for examining the benefits and disadvantages of TIF districts. The city runs 131 districts with tax receipts totaling upwards of $500 million for 2006.[1]
Including...get this...the loop. So all that tax money, created the last 20 years...doesn't go to the city budget. It goes into what amounts to a slush fund for aldermen to do as they please. Also.....we have had the same political party in power the last.........80 years. Theres so much corruption, that the jokes are no longer funny. It's probably best just to get a city job, like Adam.
