After Swope Park Rangers rebrand as Sporting Kansas City II, Philly cant come to an agreement in Allentown/Bethlehem area and will continue to play in Chester and also rebrand (Philadelphia Union II from Bethlehem Steel).
Also the shenanigans with the Canadian Premier League forcing teams in Canada that were USL to play in CPL, which almost destroyed Ottawa Fury last season, before being given a year reprieve. This season they sold the franchise to The Miami FC, who move from NISA to USL for 2020.

Miami will have 3 pro teams next year: Inter Miami in MLS and USL 1 and Miami FC in USL Champ.
My recollection is that Miami FC, along with the Cosmos, was a loud anti-MLS/USL voice (someone correct me if I'm wrong on this); if so, this move seems like waving the white flag. Maybe they got tired of playing in half-assed leagues and constantly wondering if they would even have a league to play in the next season.
