I read that article as saying that the G's want to bring in 4 more young players from Sao Paulo in addition to signing Juninho.
But I'd also take that as the Brazilian club doing a bit of chest beating - "Look at us, the Galaxy want our young players"

I like Luis Fabiano. Should I assume that a loan deal for a DP type player doesn't fall under DP status?

Luis Fabiano and Robbie Keane would be a rather odd forward pairing. I'm not buying it because I think the target is a midfielder.
Out of the initial trio of Sao Paulo "youngsters" the G's have brought in recently, only Juninho proved to be worthwhile. If Bruce is being honest about re-signing Leo I think this is very much in the "chest beating" realm of reports.
We shall see..
