Every team exceeds the cap anyway.

We are good enough to beat the best teams, and bad enough to lose to the worst teams.

Every team exceeds the cap anyway.

Except none of them do, as the cap is defined.

2018 cap was $4 Million. EVERY team payroll exceed it, by $1.5M to $22M.

The cap is not defined as "what you may spend in total payroll."

It's like, if I have a grocery budget, you can't say I exceeded it by also counting what I spent on hookers and blow.

Then, it is not a cap.

Moving the goalposts?
A salary cap that excludes or does not include large salaries, is not a cap.
If you have a grocery budget, that does not include money spent in restaurants and for fast food & takeaways, then it is not a grocery budget.

Garber Doubloons, formerly only allotted to LA, are cap exempt.
