"Not sure if spend will go up or go down"
Well, go down is an option...

"We're recruiting YOUNG players"
Was hard to recruit players in middle of pandemic

Didn't feel that Mines would get meaningful MLS minutes.

A lot of areas we need to improve, starting positions (does not say which ones).

Does that excuse apply to every other MLS team?

Really don't know how the team gets better without spending. I know he has to hedge a bit just in case he can't close deals, but we need a significant investment on a legitimate striker. You can find good players at other positions without breaking the bank, but you have to have a striker and they cost money.

If nothing else, it seems like a lot more roster turnover is coming, which is good.

If he cant spend its likely not for lack of closing deals. Its probably Austria not providing the resources.
Another offseason of little transfer activity and starting XI turnover despite Thelwell and Struber being hired should rekindle RedBullOut sentiment.

Yeah, I'm worried about that in general, but I do wonder if it's harder to close deals right now with Covid.
Then again, I really can't imagine Austria not giving Struber and Thelwell resources given their pedigree and how hard they tried to get them. Thelwell is probably just using GM-speak where he covers himself.
Ultimately, words don't really matter and actions do. That will tell the story.

Kinda? Wasn't Higuain the only real major signing in the league this summer?
