This is a bad decision IMO.  The US is not like other countries, with huge numbers of professional, semi-pro & amateur clubs clamoring to play in their national cup.  91 clubs participated in this year's USOC.  In England. 736.  Even Scotland had 92!


We are good enough to beat the best teams, and bad enough to lose to the worst teams.

i don't see it as a bad decision.

56 USASA teams attempted or are attempting to qualify for the 2016 tournament.  Add to that the 15 PDL qualifiers based on 2015 results, 13 NPSL qualifiers, 17 now-eligible USL teams, 10 NASL teams, and 17 MLS teams, and you've got 128 teams involved at one level or another.  The FA Cup is down to 124 by the time 600-odd teams knock themselves out in qualifying.  That's plenty.

Without USASA, there are only 72 clubs.  I would keep the 9 teams for now, and hope for a general rise in quality of the lower level teams, before excluding better teams.

The drop-off isn't that big.  This year, the results between MLS II teams and amateur clubs in the Open Cup were:

 

NYRB II: 1-0 loss to Jersey Express (PDL)

RSL II: 1-0 win over Long Island (PDL)

Sounders II: 4-2 (aet) win over Kitsap (PDL)

Timbers II: 2-0 win over Michigan (PDL)

Galaxy II: 2-1 loss to Ventura County (PDL)

 

So two losses, two regulation wins, and one win after extra time.  Pretty even split.

 

Rather than be concerned about the exclusion of the reserve teams, if your primary concern is the number of teams involved, I'd say you should be advocating for looser restrictions on the NPSL and PDL.  Those leagues have 65 and 51 American teams, respectively, but are only allocated a combined 28 spots in the tournament.  Issue with that is when they would play, since both leagues start in May and are made up largely of college players.
