Buuuuut ... a 240-page law? Devil in the details!
Less than 40 retail licenses for the entire State?
Why not just add a pot-selling license to an existing retail liquor license?
One per municipality. Another for the 75 >30,000.
3 for 11 >75,000. 5 for JC & Newark.
