ugh, I had an 88 mercedes and the "cup holders" were an indentation in the glove box when the glove box was open. The state of NJ only granted them a certificate of occupancy for 25,000 due to urban impact studies. Stover has also said that seating can be expanded to be about 32,000 if needed. Currently, the top two rows of the upper level are not sold and certain sections with bad sightlines are tarped over.
Next time you are there, from 101, look to the left and up and you will see the tarped over sections.

Seen the tarps but they do not cover 5,000 seats or as you suggest about 15% of all seats (if capacity was 30,000).
